They don’t know what they’re doing!!

My engine light came on and the diagnostic code was P0016 and P0017, I don’t think they know what they are doing. After I spent $923 dollars for repair, when I left the shop the engine light came back on. I took it to Toyota dealers and they diagnosed it for the same code. How is that possible? Also I was told by A & S mechanic that my car was on recall. Which was not true. I am very disappointed with the service that I had received.
